Rick Joyce, Chair of Venable’s Communications Group and Co-Chair of the Federal Communications Bar Association’s Homeland Security and Emergency Communications Committee has organized an important program on recent developments in enforcement of the Communications Assistance for Law Enforcement Act.

“CALEA,” was enacted in 1994 to preserve the ability of law enforcement to conduct lawful electronic surveillance on telecommunications networks. Over the past year, the Federal Bureau of Investigation has encountered certain non-compliant communications carriers and brought them to the attention of the Federal Communications Commission. Part One of this CLE seminar will feature several government and industry representatives, who will summarize the essential requirements of CALEA, explain why certain carriers were found to be non-compliant, and advise ways in which carriers can remain in compliance with CALEA obligations.

Part Two of the CALEA program will summarize pending CALEA initiatives in Congress, including the “Going Dark” proceeding. Congressional staff members who specialize in this legislative initiative, will explain various CALEA enhancements that have been requested by the U.S. Department of Justice. Industry representatives will explain the carrier’s perspective on these legislative initiatives and assess the likely challenges of any new CALEA mandates.
