Justin J. Wortman
Associate

Justin Wortman is a member of the Government Contracts and State and Local Government groups. Mr. Wortman’s practice involves a variety of procurement issues, including bid protests, compliance matters, prime/subcontractor disputes, and small business issues.  He also assists developers with land use issues in Northern Virginia, and has experience with environmental issues relating to complex infrastructure development projects.

Mr. Wortman regularly assists the Venable team in successfully litigating bid protests at the Government Accountability Office. He has also assisted with the litigation of claims at the Board of Contract Appeals and protests at the Federal Aviation Administration Office of Dispute Resolution for Acquisition.  Mr. Wortman has extensive experience preparing and reviewing a variety of contractual documents, including subcontracts, teaming agreements, and confidentiality agreements.

In addition to his procurement work, Mr. Wortman assists developers with a variety of legal issues in different Northern Virginia jurisdictions, including performing entitlement due diligence and helping secure local land use approval.  He also has been involved in an environmental challenge to a regionally important highway project.
