Bill Hall has practiced environmental law for over 30 years and has handled many environmental regulatory, legislative, policy, and litigation matters.  Mr. Hall currently represents trade associations and individual companies in the vinyl flooring, paint and coatings, plastics, chemical, and utility industries.

Most recently, Mr. Hall's environmental practice has focused on federal, state, and local green building, product selection, and chemical control requirements (TSCA, CPSIA); environmental/sustainability standard - setting by governmental and nongovernmental organizations; greenhouse gas/climate change legislation and regulation; recycling and extended producer responsibility programs; energy efficiency requirements; and California Prop 65 matters.  He has participated in numerous agency rulemakings and has been lead counsel in judicial review petitions challenging OSHA asbestos and slip resistance standards, EPA recycled material regulations, and New York state green building requirements.  He also has defended lead paint and asbestos personal injury and property damage cases and represented PRP committees and companies in Superfund cleanup cases.

Mr. Hall has lobbied Congress on economic stimulus, lead paint, green building and energy efficiency tax credit issues. He further has lobbied state legislatures and the DC Mayor's Office and City Council on asbestos, lead paint, green building, chemical control, and baseball issues.

Mr. Hall represents insureds in obtaining insurance coverage under CGL and other policies for environmental and asbestos liabilities involving hundreds of millions of dollars.

Mr. Hall has a prominent position in the Washington, DC sports community. He played a leading role in bringing baseball back to Washington and developing Nationals Park, the first Major League Baseball stadium to receive LEED Silver certification.  He provides legal representation to professional athletes.

Mr. Hall represents the Resilient Flooring Covering Institute, the American Coatings Association (formerly National Paint and Coatings Association), the Society of the Plastics Industries, and other chemical industry trade groups and companies in those industries.  He also represents NBA standout Kevin Durant.

Significant Matters

  • Organized and led the response of the vinyl flooring industry to green building, product selection, sustainability, and chemical control activities by federal, state and local governments and NGOs.
  • Helped implement Oregon's paint recycling program for American Coatings Association.
  • Negotiated favorable settlements in judicial review challenges to OSHA asbestos and slip resistance standards, EPA recycled material regulations, and NY green building requirements.
  • Successfully defended the National Paint and Coatings Association in two major lead paint cases in Baltimore
  • Negotiated coverage-in-place agreements with major insurance companies for asbestos and environmental liabilities involving hundreds of millions of dollars.
  • Served as lead counsel in a Superfund contribution action against more than 1,180 defendants in federal court in Fort Wayne, IN.
  • Appointed to the DC Sports and Entertainment Commission by DC Mayors Barry, Williams and Fenty and to the new Washington Convention and Sports Authority.
