Understanding how the key components of the Affordable Care Act fit together – whether implementation moves forward as planned or delays continue to be announced – is of critical importance to all employers, including nonprofit organizations.

Three key components that nonprofit employers must know and understand include:

  1. The new health insurance exchanges;
  2. The premium subsidies for health insurance; and
  3. The employer mandate.

Why?  Because these new provisions of the law are inextricably linked.  For example, in order to be subject to penalties under the employer mandate, a “full-time” employee must obtain a premium subsidy for health insurance.  An employee can only obtain a premium subsidy if the employee purchases health insurance on an exchange (and meets certain income requirements). 

In addition to understanding the technical aspects of how the exchanges, the premium subsidies, and the employer mandate interact, nonprofit employers must also understand how these provisions will impact employee behavior at all levels within the organization – from entry level to the C-suite.
