A November 10, 2008 Legal Times article predicted a flood of new legislation with Democrats take control of both the White House and Congress.

Health care, insurance, employment, tax laws, food regulation, the environment, energy, pharmaceuticals and transportation issues are all expected to be on the table for the next Congressional session.

Jim Burnley, a partner in the Venable DC office and former transportation secretary under President Ronald Reagan, was referenced in the article, saying he thinks Congress will act - even with a likely recession - on cap-and-trade legislation to reduce carbon emissions. Burnley says lawmakers will also face two major transportation issues: reauthorization legislation for the Federal Aviation Administration and reorganization of funding for the Highway Trust Fund.
