Among the rules cited are new passenger protections and reporting requirements for airlines. The DOT also issued an advance notice of proposed rulemaking requiring airlines to refund baggage fees when luggage is "substantially delayed."
"A Trump administration will inherit them, and those will get scrutiny because they're high-profile topics," said Burnley.
