Francel Michael

Mike Francel focuses on a wide range of issues facing government contractors of all sizes. Mike assists clients in filing and defending against bid protests before the U.S. Government Accountability Office and the U.S. Court of Federal Claims, and at the agency level. Mike has extensive experience counseling small and large businesses in navigating many aspects of U.S. Small Business Administration (SBA) regulations, including through drafting, negotiating, and submitting mentor-protégé agreements and joint venture agreements, under the SBA's All Small Mentor-Protégé Program and 8(a) Program.

Mike's practice also involves representing clients seeking Designation and/or Certification under the Support Anti-Terrorism by Fostering Effective Technologies Act (SAFETY Act). He assists companies in obtaining and maintaining SAFETY Act protections.

Mike earned his J.D. magna cum laude from the American University, Washington College of Law, where he was Order of the Coif. During law school, Mike was a note and comment editor for the Administrative Law Review and interned for the Honorable Reggie B. Walton on the U.S. District Court for the District of Columbia. He received his undergraduate degree in International Studies from Boston College.
