Venable Expands Legislative Affairs Practice With Key Additions

Washington, D.C.  5/17/01 --- Two prominent legislative lawyers, Thomas H. Quinn and Patrick E. O'Donnell have joined Venable, the firm announced today.

Quinn and O'Donnell join former Assistant House Majority Whip James E. Rogan as anchors of Venable's legislative affairs group.

Mr. Quinn has been active in all Democratic presidential campaigns over the last three decades. He has maintained a vibrant private practice in Washington D.C. for twenty-five years, focusing on tax and financial services.

Mr. O'Donnell served as a senior advisor to several Republican administrations since 1968. He has been active in federal legislative and regulatory affairs for over three decades.

The new Venable partners were formerly with O'Connor & Hannan, an established legislative and federal regulatory firm in Washington, D.C.

Mr. Quinn began his career in public service when he was appointed Counsel and Legislative Assistant to the Comptroller of the Currency. Mr. Quinn received presidential appointments from Presidents Nixon, Ford, and Carter to the Board for International Broadcasting. In addition, President Clinton appointed Mr. Quinn as Alternate Observer to "The International Fund for Ireland."

A Trustee of the Democratic Senatorial Campaign Committee and of the House Democratic Congressional Campaign Committee, the principal fundraising organizations for Democratic Congressional candidates, Mr. Quinn has held senior positions in the fundraising efforts for the Carter-Mondale campaign, both Clinton-Gore campaigns, and the Gore-Lieberman campaign.

Mr. O'Donnell served for six years during the administrations of Presidents Nixon and Ford as Special Assistant to the President for Legislative Affairs. He was also Legal Assistant to the Chairman of the FCC and served at the Justice Department as Deputy Assistant Attorney General. From 1975-1980, he was a member of the Economic Affairs Council of the Republican National Committee. Mr. O'Donnell then served as Assistant Director for Congressional Relations for the Reagan campaign.

In 1988, Mr. O'Donnell became Vice Chairman of the Bush for President Finance Committee and a member of the Board of Directors of Lawyers for Bush-Quayle. He is currently active with the Republican Senatorial and Congressional Campaign Committees, the principal national fundraising organizations for Republican Congressional candidates .
