article on the use of deadly force against individuals or groups involved in cyberattacks. According to the Tallinn Manual on the International Law Applicable to Cyber Warfare
, deadly force may be justified under international law against those behind a cyberattack if the attack meets similar criteria to those currently accepted for real-world warfare. However, the legal use of deadly force in response to a cyberattack is very limited with timing being a key element to a response.
According to Admiral Barnett, the Tallinn Manual
could not have come at a better time. “Cyber warfare is very much part of the mainstream in warfare,” he added. “Military objectives that can be achieved by ones and zeroes are going to be done…because they can be a more effective way of doing things than blowing things up.”
