Earlier this month, OPM announced that it had identified a breach potentially affecting up to 4 million current and former federal employees. News of the breach has fueled calls for legislation aimed at increasing the nation's cyberdefenses. While the latest breach may help pass a cyberthreat data-sharing bill, such legislation faces opposition from privacy advocates.
"The breach focuses the nation on the cybersecurity problem and Congress wants to be seen as doing something positive after years of deadlock and inactivity," said Barnett. "While information-sharing legislation pending before Congress would be a significant step toward improving the nation's overall cybersecurity posture, it would not have necessarily prevented the government breach in particular."
