Recent intelligence indicates that Russian officials were responsible for the hacking of top Democratic organizations and officials and releasing their emails to WikiLeaks.

When asked about a possible motive behind the cyberattacks, Barnett said it was likely about "bolstering the Russian presence in the world and showing that they can actually have an effect on America." Discussing options to deter cyberattacks, Barnett cited a recent example with China hacking American businesses to steal trade secrets and following sanctions, the cyberattacks have drastically decreased.
