Venable partner Jamie Barnett was quoted in a March 23, 2017, Communications Daily article on FirstNet's expected move to select AT&T as its partner in building a national network of first responders. Following the selection, the new partner and FirstNet will work with individual states to develop plans for providing coverage in each state. The states will then have the option of opting in or out of the proposed plan.
"One of the main purposes of FirstNet is to establish interoperability, a feature that would be enhanced by a single network with all states participating," said Barnett. "But the FirstNet statute specifically provides the states with a right to opt out, coupled with a very difficult procedure to do so."
