Jay Rosenblum Joins Venable’s Legislative and Government Affairs Practice in Washington, DC

WASHINGTON, DC (March 25, 2019) – Venable LLP is pleased to announce that Jay Rosenblum has joined the firm as counsel in the Legislative and Government Affairs Practice in the Washington, DC office. Mr. Rosenblum has been an effective advocate before federal and state legislative and regulatory authorities for more than 20 years.

Mr. Rosenblum is well versed in wide-ranging business and regulatory issues, from insurance regulation, securities laws, and corporate governance to employee benefits, tax regulation, infrastructure protection, privacy, and data security. Mr. Rosenblum has been a leading participant in some of the most prominent financial services regulatory challenges over the last 20 years. He served as senior vice president of government affairs with both Guardian Life Insurance Company and, earlier, with the Hartford Financial Services Group, where he managed federal and state legislative and regulatory advocacy efforts that resulted in reauthorization of the Terrorism Risk Reinsurance Act and minimized the impact of the Dodd-Frank Act and the Affordable Care Act on the company. He was also director of legislative and regulatory policy at Ernst & Young LLP, where he represented the firm during the passage and implementation of the Sarbanes-Oxley Act and multiple congressional hearings and investigations on tax and audit issues. Earlier in his career, Mr. Rosenblum was an attorney advisor with the White House Office of the Counsel to the President, where he advised the associate counsel to the president on legal, ethical, and policy issues regarding candidates for presidential appointment. In addition, he was a special assistant to the assistant secretary for pension and welfare benefits with the U.S. Department of Labor, where he launched the administration’s national education campaign on savings and retirement planning. Mr. Rosenblum also clerked for Judge Judith W. Rogers on the U.S. Court of Appeals for the DC Circuit.

Mr. Rosenblum received his J.D. from George Washington University’s National Law Center in 1993 and a B.A. from Tufts University in 1988.
