Chelsea B. Reckell

Chelsea provides guidance on federal, state, and international laws and regulations, including the California Consumer Privacy Act (CCPA), the California Consumer Privacy Rights Act (CPRA), the Virginia Consumer Data Protection Act (VCDPA), the Colorado Privacy Act (CPA), Children’s Online Privacy Protection Act (COPPA), the Fair Credit Reporting Act (FCRA), the Gramm-Leach-Bliley Act (GLBA), the European Union’s General Data Protection Regulation (GDPR), state data breach notification laws, and the advertising industry’s self-regulatory regimes. As part of her compliance counseling, she has reviewed and updated privacy representations and related practices to assess for risk and impact on new and ongoing business operations, advised on the privacy aspects of corporate transactions, and engaged in security incident responses, including tabletop data security exercises.

Chelsea has also worked on complex class action privacy litigation matters and government enforcement actions. After law school, she clerked for a federal judge in the Eastern District of Virginia.

Prior to joining Venable, Chelsea served as a law clerk in the Counterterrorism Unit of the National Security Division for the U.S. Department of Justice (DOJ) and as a national security law clerk in the Office of the Chairman of the Senate Judiciary Committee. She also worked as a law clerk in the Privacy and Identity Protection Division of the FTC, where she investigated, analyzed, and made recommendations to agency leadership on fraudulent and deceptive company cybersecurity and data security practices. These experiences help her advocate for and counsel clients who are the targets of investigations.

Chelsea frequently presents on topics related to privacy, data security, and consumer protection. She also serves as an editor of Venable’s privacy publication, The Download.
