Jeffrey L. Stoltzfoos

Senior Policy Advisor

Jeff Stoltzfoos is an experienced financial services executive and policymaker. For the last three years, he successfully led GE Energy Financial Services as Chief Operating Officer. GE EFS is a global energy investor with a $17 billion portfolio. Prior to this experience, Jeff was an Executive Counsel at GE Capital, where he helped the firm acclimate to Federal Reserve supervision. He also worked closely with GE Capital’s two U.S. insured depository institutions, including Synchrony Financial, now publicly traded, to meet the expectations of their supervisors, including the OCC, FDIC, and CFPB. Mr. Stoltzfoos also advised GE Capital on all matters related to the Financial Stability Oversight Council and interacted directly with its members and deputies.

Jeff also has a wealth of experience in the federal government. Most recently, he joined the Trump Administration National Economic Council for a short time to help stand up the team. He shepherded two orders signed by the President, including the Executive Order on Core Principles for Regulating the United States Financial System.

Previously, Jeff worked in the U.S. Treasury Department as a Senior Advisor to Secretary Henry Paulson during the 2008 Financial Crisis. He also served as Counsel to the Senate Banking Committee during consideration and passage of the Dodd Frank Act. In addition, Jeff has served the current Chairman of the House Financial Services Committee, Rep. Jeb Hensarling, and worked in the personal office of Senator Rick Santorum.

Jeff has substantive financial services policy experience and understands financial markets and their regulation. He contributed extensively to several Dodd Frank Act titles, including those related to prudential and financial stability regulation, lender of last resort authorities, and consumer regulation. He has worked with all of the Financial Stability Oversight Council member agencies over the course of his prior roles.
