Jessica M. Raba


Jessica Raba is an associate in Venable's Regulatory Group who focuses her practice largely on state law utility regulatory issues. She has assisted in the representation of utility clients in a variety of matters before the Maryland Public Service Commission, including mergers and acquisitions, rate cases, certificates of public convenience and necessity (CPCNs), regulatory policy matters and rulemaking proceedings. Jessica has also assisted with advising clients, primarily in the energy and utility industries, on environmental compliance issues, including under the Clean Water Act and Clean Air Act.

Significant Matters

Jessica has assisted with the following recent matters before the Maryland Public Service Commission:

  • Representation of Exelon Corp. and Pepco Holdings, Inc. in securing Maryland PSC approval for their $6.8 billion merger
  • Representation of Constellation Energy Group and Exelon Corp. in their recent merger, securing the approval of the Maryland PSC for the approximately $8 billion merger to proceed, creating the nation's largest competitive energy supplier.
  • Representation of a merchant generator in obtaining a Certificate of Public Convenience and Necessity for a 120-megawatt new natural gas facility


Jessica is also interested in public education issues, and assists with the representation of Maryland charter schools in administrative and appellate matters.
