Venable senior legislative advisor Rob Smith was quoted in a September 25, 2015 Legal Times article on House Speaker John Boehner's resignation and his likely successor. Boehner announced last week that he would step down from his position and resign from Congress at the end of October. Majority Leader Kevin McCarthy is currently seen as the most likely successor to Boehner for the Speaker position.

Smith said "he noticed a wave of emails from fundraiser organizers Friday touting upcoming appearances by McCarthy." To him, "the emails indicate an excitement for advocates to meet the potential House chief."
