Jennifer Frankovich is a staff attorney in the State and Local Government Division. Jennifer represents local, regional, and national clients with land use matters in Maryland, including Baltimore County and Baltimore City, among others. After beginning her career at a prominent litigation firm in Maryland, she served as an attorney for Baltimore County, Maryland for ten years.
Jennifer assists clients in analyzing and complying with land use regulations related to the development of land. During her tenure in Baltimore County, she was responsible for advising clients in the areas of land development, historic landmark preservation, condemnation, labor and employment law, contract interpretation, and government procurement. She has regularly appeared before administrative forums throughout Baltimore County. Jennifer has handled a variety of complex civil litigation matters in both state and federal courts, multiple arbitrations, and the negotiation of complex settlement agreements. She wrote briefs for and appeared before the Court of Special Appeals, resulting in several favorably published opinions for her clients. In addition to her litigation experience, Jennifer brings a wealth of knowledge to her practice as to how local government operates.
