Tim serves Venable clients by designing, executing, and scaling systems and procedures for ensuring regulatory compliance and the proper handling of User Data throughout the data life cycle.
Tim is a former intelligence analyst who led a complex international investigation into political disinformation campaigns, revealing the presence of botnets and coordinated inauthentic behavior on social media platforms and supporting litigation at the International Court of Justice. As an OSINT consultant, Tim supported various cybersecurity and investigations firms and trained law enforcement personnel on open-source investigative techniques under the High Intensity Drug Trafficking Areas (HIDTA) program.
Tim previously developed and led an OSINT unit for the private security arm of a major defense contractor, supporting the physical security operations of high-net-worth individuals and global sporting events by establishing digital tripwire alerting mechanisms and providing actionable intelligence to ground security and counter-surveillance teams. Tim deployed abroad with security teams to offer 24/7 on-site OSINT support.
As a regional subject-matter expert for the U.S. Marine Corps, Tim instructed thousands of Marines in more than 100 pre-deployment training courses designed to increase the understanding of geopolitical complexities and cultural dynamics within foreign operating environments. Tim was also elected to build and teach a specialized course for an audience of international military officers at the Expeditionary Warfare School.
After working as a Mediterranean analyst and witnessing refugee crises first-hand, Tim authored a policy brief that was published on the European Union’s Global Strategy site, and he was the first American invited to speak at an annual migration and security symposium in Tunis.
Tim began his career as a defense contractor, authoring weekly intelligence reports on terrorism, trafficking, humanitarian crises, and foreign fighter transit while managing a network of specialized researchers for the collection of mission-critical information.
