Arnold Jablon focuses on state and local government. Arnold previously was deputy administrative officer and director of the Department of Permits and Development Management for Baltimore County, where he performed oversight for the departments of Environmental Protection, Planning, Economic Development, Public Works and Permits, and Approvals and Inspections. In these roles, he conducted development review, approval and enforcement processes for each of the aforementioned departments, including zoning, building, electrical, plumbing, housing, and investment property; for the inventory of all county-owned property; for the acquisition of property and easements; and for the review and issuance of all permits and licenses.
Previously, Arnold was county attorney and zoning commissioner for Baltimore County, where he has served as an adviser to the county executive and county council; provided advice and opinions on any legal question affecting the interest of the county; and conducted public hearings as administrative law judge for special exceptions, variances, and special hearings. He also has represented the Board of Education of Baltimore County and Community Colleges, where he worked on a broad range of issues, including EEOC, negotiations, grievances, arbitrations, and construction law, and provided advice to the superintendent, college presidents, board of education, and the board of community colleges.
