John Cooney was quoted on January 23, 2018, in an article about the recent government shutdown and pending February 8 budget deadline and its impact on the vulnerability and uncertainty of federal contract work, specifically with regards to low wage jobs that are considered non-essential.

"Contracting firms can decide to pay their furloughed employees, but it’s up to the employees," said Cooney. He also added, "A contractor may bite the bullet and pay [its] staff and keep morale up, but there are no requirements that [it] do so," Cooney said.
