Quinn Brian
Brian Quinn represents clients before all branches of Maryland state government, including various administrative agencies. Brian has significant trial and appellate experience in state and federal courts. He represents natural gas companies, electric companies, and water utilities in rate, financing, merger and acquisition approval, licensing, and other regulatory proceedings before the Maryland Public Service Commission (PSC) and the Federal Energy Regulatory Commission (FERC).

In addition, Brian maintains an extensive government relations practice and frequently represents clients before the Maryland General Assembly, and other state and local governments and agencies. He also represents insurance companies before the Maryland Insurance Administration and the Maryland Office of Administrative Hearings.

  • Represented transportation network company Uber Technologies, Inc. before the Maryland PSC, concerning the Commission's investigation into the nature and extent of its regulatory authority over the client 
  • Represented a Maryland electricity distribution company in an action for judicial review of a Maryland PSC rate case order and obtained a circuit court order reversing, in part, the agency order
  • Represented a major league sports team on political and financing issues related to the development and use of stadiums and sports venues
  • Represented a minor league baseball team on political and financing issues related to a proposed new stadium
  • Represented a global power generation and distribution company before the Circuit Court of Anne Arundel County and the Maryland Court of Special Appeals in litigation challenging the approval by the Critical Area Commission for the Chesapeake and Atlantic Coastal Bays of a Baltimore County ordinance prohibiting the siting of a liquefied natural gas terminal
  • Successfully represented a major natural gas company in the United States District Court for the District of Maryland and the United States Court of Appeals for the Fourth Circuit, in defense of claims brought under the Fair Debt Collection Practices Act and the Maryland Consumer Debt Collection Act
  • Represented a major natural gas company before the Maryland PSC, requesting authorization for a $90 million merger, in which he obtained authorization
  • Represented a natural gas company in rate cases before the FERC
  • Represented numerous business clients on legislative and government matters before the Maryland General Assembly and state government
  • Represented public utilities and telecommunication companies before state and local governments, concerning rights-of-way and franchise matters
