Rogan, the Assistant House Majority Whip from 1997-2001, has become a partner in the firm's Washington, D.C. office. As Assistant Majority Whip, Mr. Rogan regularly worked to mobilize the Republican vote on key legislative issues, providing information to the House leadership while coordinating legislative and political strategies within Congress.
The former California Congressman was one of a select group to meet regularly with the Speaker of the House and the Majority Leader to discuss political and legislative strategy and tactics during the Congressional session. He also was one of only two members of Congress to serve on both the House Commerce and House Judiciary Committees. During his tenure in Congress, Mr. Rogan expanded his experience in areas such as intellectual property, trade, energy and telecommunications law.
His selection as one of the House prosecutors in the historic U.S. Senate impeachment trial of former President Clinton brought Mr. Rogan national prominence. The former Deputy District Attorney for Los Angeles County and former state court judge was widely lauded for his prosecutorial skills, and cool demeanor during the Clinton impeachment hearings.
Prior to his election to the House of Representatives, Mr. Rogan won a special election to the California State Assembly, where he was unanimously elected during his freshmen term to serve as the first Republican Majority Leader in almost 30 years. California Journal Magazine named him the Assembly's most effective legislator, ranking him "number one in integrity."
The product of a very tough upbringing, Mr. Rogan worked a variety of low-paying jobs in order to put himself through the University of California at Berkeley and UCLA Law School. His work as a gang murder prosecutor in the Los Angeles County District Attorney's Hardcore Gang Murder Unit led him to be named one of the state's most effective prosecutors by California Lawyer Magazine.
At age 33, he was appointed to the Glendale Municipal Court, becoming California's youngest sitting judge. He was elected unanimously by his colleagues to be the court's presiding judge.
