Washington, D.C.- Venable is pleased to announce that J.B. Howard, Jr. has joined the firm as Of Counsel in the Commercial Practice Group. Mr. Howard comes to Venable from the Office of the Attorney General of Maryland where he served as an assistant attorney general. His experience as one of the state's lead litigation attorneys and his practice in both the civil litigation and securities divisions augments Venable's strengths in state government matters and numerous other substantive areas of public law litigation.
Mr. Howard's experience encompasses all aspects of civil litigation including complex motions and appellate practice. He represents employers in the defense of employment discrimination claims, and represents both plaintiffs and defendants in civil RICO, securities, and civil rights class action litigation.
As Assistant Attorney General, Mr. Howard represented the state in significant matters at all levels of the state and federal courts and before administrative agencies. He played a pivotal role in the largest lawsuit ever filed by the state, and successfully defended the state before the United States Court of Appeals for the Fourth District. His other appellate experience includes, among other things, authoring amicus and party briefs in the United States Supreme Court.
Mr. Howard is an experienced legal writing educator. As an instructor for the Judicial Institute of Maryland, he taught writing skills for the organization's Judiciary Seminar. For the University of Baltimore, he served as an adjunct professor in a program for first-year students, leading a course on legal analysis, writing, and research.
Mr. Howard received his J.D. from the University of Virginia. He holds a B.A. from the University of North Carolina, and is a member of Phi Beta Kappa.
