May 2003, a case of BSE(mad-cow disease) was reported in Canada; USDA closed its U.S. border. December 2003, a case of BSE was reported in the U.S.; the rest of the world closed it's borders to U.S. beef and cattle. Severe economic dislocation resulted and political effects mushroomed.
Ms. Bryson will describe the legal issues presented by this situation, possible solutions and constraints, dynamics of interagency decision-making and the role of constant oversight. She will present observations on what worked well, what didn't, and a short list of practical tips for legal practitioners faced with problems of similar dimension.
