On May 26, 2010, Bill Walsh and Scott Hommer provided a presentation on organizational conflicts of interest (OCIs) in federal government contracts at a well-attended U.S. Navy Office of General Counsel conference held in Arlington, Virginia. Bill Walsh and Scott Hommer provided an overview of the three distinct categories of OCIs in federal procurements and also discussed the connection between OCI certifications and liability under the federal civil False Claims Act. In addition, they discussed the implications of recently proposed OCI regulations that will become part of the Defense Federal Acquisition Regulation Supplement.
Bill Walsh is a former Navy lawyer and alumnus of the Navy Office of General Counsel. He served the Office of General Counsel in various capacities from 1968-1978.
