On November 17, John Cooney presented "Debt Ceiling and Default" to the 2011 Administrative Law Conference, ABA Section on Administrative Law, concerning the forthcoming conjunction of the need to fund federal agencies for FY 2013, the recurrence of the Debt Ceiling problem, the expiration of the Bush tax cuts, and the mandatory sequestration of in excess of 8% of discretionary federal spending.
