On November 7, John Cooney addressed the annual Administrative Law Conference of the American Bar Association Section of Administrative Law & Regulatory Practice on “After Sequestration: Getting the Job Done with a Slashed Budget (and Pitfalls to Avoid).”
In his presentation, John described the strategic planning process in which federal agencies have been engaged to determine and carry out their most important statutory responsibilities in the current era of constrained funding for civil discretionary spending. John discussed the steps federal agencies already have taken to cut spending in FY2014, in anticipation of imposition of sequestration for a second year in January, and the long-term steps agencies are undertaking to develop new sources of revenues and to manage current programs more efficiently.
