This month’s Tech Chat will focus on the evolving regulatory landscape for small businesses. Since late December the SBA has issued two significant rules regarding a number of issues that impact small businesses, including: the limitation on subcontracting and small business subcontracting plans, identity of interest, size protests, NAICS appeals, certificates of competency, the calculation of annual receipts, recertification requirements, affiliation rules, joint ventures and mentor protégé agreements.
