As it has since the antitrust decrees were first entered against the PROs, the Antitrust Division is reviewing the decrees. The issues now include whether the PROs provide enough visibility into their repertories and whether rights holders should be allowed to provide limited rights to the PROs, among other questions. This panel includes representatives from three of the major constituencies commenting on how the decrees should be modified in light of developments in the economy.
