"The Real OIRA: Understanding the White House's Office of Information and Regulatory Affairs Teleforum" for the American Bar Association Section of Administrative Law and Regulatory Practice

On November 3, 2015, John Cooney addressed a Conference organized by the American Bar Association Section on Administrative Law and Regulatory Practice concerning the operation of the White House Regulatory Review process by OMB's Office of Information and Regulatory Affairs. Cooney joined three former senior OIRA officials in addressing the Conference. His presentation focused on the often tempestuous relations between Congress and OIRA; and how the ways in which OIRA has conducted its functions have changed over the 35 years of its existence.
