America's infrastructure crisis is widely recognized by policymakers, yet our elected leaders have not acted to improve the situation. Strong and sustained presidential leadership is needed to break this cycle of inaction. In light of this, the authors outline three historical lessons for President Obama on how previous presidents succeeded in achieving major transportation reform and how to apply these lessons to the present challenge.
