Dave Owens advises corporations, political committees, trade associations, and nonprofit organizations on the full spectrum of political law compliance. Dave’s clients range from early-stage tech companies to Fortune 100 corporations, members of Congress, super PACs, and advocacy groups. He counsels public and private companies—including those with significant government-facing business lines—on federal, state, and local laws governing campaign finance, lobbying, gifts and ethics, procurement lobbying, and pay-to-play restrictions. Dave also advises on political law risks in mergers and acquisitions, including the treatment of political contributions, lobbying registrations, and government contracts in due diligence and post-close integration.

In the political sphere, Dave has served as outside counsel to presidential, Senate, and House campaigns, as well as super PACs and ballot measure committees, advising on advertising, fundraising, disclosure, and governance. He also provides day-to-day legal and strategic counsel to House and Senate offices and to politically active nonprofits—including 501(c)(3) and 501(c)(4) organizations—on advocacy, grantmaking, and compliance with Internal Revenue Service (IRS) political activity rules.

Dave regularly helps clients build and refine political law compliance programs, including corporate policies on political engagement, PAC governance frameworks, and training for legal, compliance, and government affairs teams. He has conducted internal audits of PAC activity, lobbying and ethics compliance, and political and charitable giving practices.

Drawing on his experience as in-house counsel at a global technology company, Dave offers clients prompt, practical advice grounded in a deep understanding of both legal risk and operational realities.
