Venable Legislative and Government Affairs partner and former U.S. Secretary of Transportation Jim Burnley provided feature commentary to the National Journal's "Transportation Experts Blog" on the the Department of Transportation's recently released 5-year strategic plan.

According to Burnley, the plan means "DOT will continue its antitrucking campaign, pay lip service to shippers, tilt the playing field at the [Surface Transportation Board], insist on the installation of Positive Train Control systems and continue its recent hugh infusion of federal dollars into freight rail capital accounts."

On the rail portion of the plan, Burnley cited the reduction of greenhouse gases as the "latest looming threat to the very existence of our major freight railroads."
