Venable partners named new co-leaders of Government Contracts Practice Group

Washington, DC (May 23, 2011) – Venable partners Scott Hommer and Paul Debolt have been named co-leaders of the Government Contracts Practice Group. Messrs. Hommer and Debolt, both well-known practitioners, will collaborate to enhance one of the premier practices at Venable and in the government contracts community.

Mr. Hommer concentrates his practice in counseling and litigation with an emphasis on technology companies and government contractors. He represents clients locally, nationally, and internationally on issues including negotiating agreements, closing acquisitions, protecting intellectual property rights, and litigating successfully. Mr. Hommer’s practice covers the full spectrum of government contract-related matters, including bid protests, contract claims and disputes, mergers and acquisitions, ethics and compliance, conflicts of interest, and government socio-economic programs.  Mr. Hommer credits much of his success to his commitment to developing relationships with his clients that go beyond the typical role of a legal advisor. For example, he works closely with his clients on a proactive basis, developing strategic plans and managing legal issues that may arise, and, more importantly, identifying potential problems before they develop. Mr. Hommer’s primary office is located in the firm's Tysons Corner, VA office.

Mr. Debolt assists companies and individuals on all issues that arise from doing business with the federal government, including civil fraud. He is experienced in the competitive source selection process, defending or prosecuting bid protests, issuing advice concerning compliance with government regulations and laws during the performance of a contract, internal investigations, mandatory disclosures, and helping to resolve disputes and claims during contract performance or as a result of contract termination.  Mr. Debolt has litigated numerous claims before the various Boards of Contract Appeals and the U.S. Court of Federal Claims.  In addition, he has written and taught extensively on numerous government contract issues, including the protection of contractor’s data rights.  Mr. Debolt frequently employs a team approach to solving his client’s problems which ensures that clients receive the benefit of firm-wide strength in all related areas. Mr. Debolt’s primary office is located in the firm's Washington, DC office.
