Speaking to the standing-room-only audience, Burnley said he thought the Highway Trust Fund had “collapsed,” asking, “Do we resurrect it, replace it with something else or devolve funding to the states?"
On January 23, 2012 Burnley spoke to the Transportation Research Board on the “Economic Regulation of Rail Freight: Recent Developments in Canada and the US.” Burnley also spoke at the SMC3 conference in Atlanta about the collapse of the federal Highway Trust Fund and the prospects for passage of a new Surface Transportation bill on January 17, 2012.
