Venable partner John Cooney was quoted in a January 18, 2012 Federal Computer Week article on the 2013 fiscal year sequestration. Sequestration is a series of automatic spending set to take effect following the failure of the congressional super committee last year to agree on over a trillion dollars in savings.

Speaking at a panel discussion hosted by the Professional Services Council on January 17, Cooney noted that federal agencies will have several months to implement the sequester and that it will bring about intense policy arguments and discussions. Cooney said, “It’s going to be a very dynamic process over the course of the year -- fasten your seat belts.” Cooney added there was a silver lining of lessons learned from a similar process during 1985 and 1986. “It was a wrenching process for all concerned,” Cooney said, “But in the course of running all the scenarios, Congress and the executive branch figured out what spending cuts were available and what effects they would have on programs.”
