On March 5, 2009, Rob Burton moderated a panel at the 15th annual Federal Procurement Institute in Annapolis, Maryland, sponsored by the ABA Section of Public Contract Law. The panel was entitled "Going for Compliance? More Contractor Costs and Risks." The panelists included Rebecca Pearson of Venable; John Jones, Associate General Counsel, General Dynamics; and Greg Bingham, Vice President, The Kenrich Group. They discussed a wide range of procurement topics, including the growing cost of contractor ethics and compliance programs; the cost challenges surrounding contractor rebates and "excessive" pass throughs; the acquisition reform provisions in the FY 2009 National Defense Authorization Act; and President Obama's recent memorandum on procurement reform.
