As the Republican majorities in Congress and the Trump administration start tackling their legislative agenda, the budget reconciliation process is expected to play an early and important role in advancing tax and other priorities. Although the reconciliation process is 50 years old, only 23 budget reconciliation bills have been enacted into law. It provides the benefit to majorities in Congress of not being subject to a filibuster in the Senate, but also limits, via the "Byrd Rule," the scope of what can be included in a bill with regard to certain tax and spending matters. Over the next two years, the budget reconciliation process could have implications for tax, energy, and health care policy, as well as federal spending.
