Curtis published “Environmental Mitigation in Mining: Unique Challenges and Opportunities” in the Winter 2013 issue of Natural Resources & Environment, an American Bar Association publication. The article outlines the traditional mitigation sequence, discusses the tension between the regulatory preference for avoidance and minimization and the fact that mining must occur where the minerals are found, and highlights the unique opportunity for compensatory mitigation that can improve watersheds and eco-regions on a broad scale.
