DC Homeland Security and Emergency Management Agency Is Accepting Unsolicited Proposals for Goods and Services Related to COVID-19 Mitigation

The District of Columbia Homeland Security and Emergency Management Agency (HSEMA) is accepting unsolicited proposals for contracts to provide goods and services in support of the District's COVID-19 response. All such proposals should be directed to HSEMA's Business Emergency Management Operations Center (BEMOC).

Each proposal must include the following information:

  • Name of business
  • Contact name, phone number, and email address
  • Description of goods and services proposed, including price
  • Location(s) from which the goods or services will be provided
  • Supplemental information, if any, that will help BEMOC make an initial assessment of the proposal. Supplemental information may be included as an attachment.
