From record-high container shipping freight rates to port congestion, the COVID-19 pandemic exposed weaknesses of global supply chains and prompted action from the White House, legislators, industry stakeholders, and key regulatory agencies. Of note, both the U.S. House of Representatives and U.S. Senate have passed separate Ocean Shipping Reform Act (“OSRA”) bills. These bills, if enacted, will mark a major overhaul of modern U.S. ocean shipping laws since 1998.
