Prior to joining Venable, Gary worked at top-ranked global investigative firms, first as an associate director and counsel at a firm where he led a variety of internal and external investigations, performed threat-monitoring activities, and advised clients. He then served as a senior analyst at another firm, doing OSINT research for high-net-worth individuals, law firms, and investment funds.
Before beginning his career in investigations and OSINT research, Gary completed fellowships focused on Internet privacy and national security matters. As a privacy and content moderation fellow at the Internet Education Foundation, he organized a bipartisan conference for over 200 tech policy professionals on content moderation. During his fellowship with Third Way’s national security program, Gary worked with a former high-ranking Pentagon official to co-author a paper about, and brief Senate staffers on, Russian cybercrime issues. He also co-authored an analysis of Foreign Intelligence Surveillance Act (FISA) reform for the prominent national security publication Lawfare. During law school, he received a Google Policy Fellowship to perform research on Internet governance issues at the American Enterprise Institute (AEI).
