Will Bolgiano focuses his practice on energy regulation, with significant experience regarding liquids and natural gas pipelines. He represents clients before the Federal Energy Regulatory Commission (FERC), state public utilities commissions, and courts, litigating cost-of-service, rate structure, market power, discrimination, rulemakings, and appellate issues. Will also advises and advocates for clients on the emerging policy and legal issues surrounding hydrogen pipeline regulation and has authored an influential peer-reviewed article on that subject. He also assists clients with regulatory and transactional advice supporting renewable energy development. 

Will has wide-ranging experience in all aspects of administrative litigation, from evaluating and initiating protests and complaints through discovery, expert testimony, motions practice, and trial-type hearings before administrative law judges, briefing, agency appeals, and judicial review. He has similar comprehensive experience involving FERC rulemakings.
