Dorothy B. Chesley

Senior Privacy Program and Policy Analyst

Dorothy Chesley helps her clients implement effective privacy programs in response to rapidly evolving regulations in the United States and abroad. Dorothy has experience leading policy development and cross-functional collaboration across both corporate and nonprofit sectors. She leverages her deep familiarity with privacy-related legal frameworks, including the Health Insurance Portability and Accountability Act (HIPAA), General Data Protection Regulation (GDPR), California Consumer Privacy Act (CCPA), and Telephone Consumer Protection Act (TCPA).

Dorothy has authored internal and external policies on a range of topics, including online data privacy, children’s privacy, health and biometric law, state privacy law, survey focus group research, and online behavioral advertising technologies. Before joining Venable, she was a policy and legal analyst for a multinational communications and technology provider and a policy expert for a nonprofit organization. In these positions, she led policy writing and regulatory analysis for consumer data practices to shape internal positions and public compliance posture.
