Representative Matters

• Represented a prescription drug manufacturer in federal courts and state coordinated proceedings involving allegations that its medication caused serious neuropsychiatric injuries. Served as a key member of the team managing hundreds of cases, helping develop and implement defense strategy and conducting depositions of plaintiffs and treating physicians. Briefed complex issues involving personal jurisdiction, choice of law, statutes of limitations, innovator liability, federal preemption, proximate causation, and expert testimony, helping secure dismissal of numerous plaintiffs’ claims through successful dispositive and expert motions
• Represented a prescription drug manufacturer in product liability litigation in federal court involving allegations that its prescription medication caused serious physical injury. Drafted successful motion to exclude expert testimony, resulting in exclusion of the plaintiff’s expert testimony and entry of summary judgment in the client’s favor
• Represents a national consumer reporting agency in a portfolio of more than 30 matters involving claims under the Fair Credit Reporting Act in federal and state courts and arbitration proceedings. Manages matters from inception through resolution, developing case strategy, briefing dispositive and other motions, handling discovery and discovery disputes, appearing at court and arbitration hearings and conferences, and evaluating resolution strategies
• Represented an aerospace company in successfully defending against a Clean Water Act citizen suit seeking to halt launches of a next-generation launch vehicle based on alleged permitting violations and environmental impacts associated with the launch site’s water deluge system. Helped develop and execute the defense strategy, conducted witness interviews, prepared declarations, and drafted key factual and legal arguments opposing emergency injunctive relief. The court denied the plaintiff’s motion for a temporary restraining order and preliminary injunction, and the plaintiff later voluntarily dismissed the action following jurisdictional discovery and the client’s receipt of the permit at issue
• Represented a prescription drug manufacturer in multidistrict litigation involving allegations that its prescription medication caused serious kidney injuries. Conducted case-specific discovery, including depositions of plaintiffs, prescribing physicians, treating physicians, and expert witnesses, as well as preparing and defending expert witnesses for and during depositions
• Represented a vaccine manufacturer in multidistrict litigation involving claims concerning the vaccine’s efficacy and alleged injuries. Developed case-specific defenses and conducted discovery and factual and legal analysis of individual claims, helping secure favorable outcomes through successful motions to exclude expert testimony under Federal Rule of Evidence 702 and motions for summary judgment
• Served as local counsel to a medical device manufacturer in product liability litigation in federal court. Helped develop trial strategy and prepare the case for trial, including drafting pretrial submissions and motions, jury instructions, and verdict forms and participating in pretrial conferences and hearings
• Represents an earned wage access provider in federal putative class action litigation involving claims under federal and state consumer financial protection laws. Develops litigation and dispositive motion strategy, briefs motions to dismiss, and manages written discovery and discovery disputes
• Represents a property owner in federal court involving workplace illnesses allegedly resulting from chemical exposure caused by a contractor. Helps develop case strategy and defenses involving contractor liability, contractual indemnification, and breach of contract; manages client document collection and discovery; prepares corporate representatives for deposition under Federal Rule of Civil Procedure 30(b)(6); and supports expert witness preparation

Raquel maintains an active pro bono practice. In 2025, Kids in Need of Defense (KIND) named Raquel and her Venable colleagues its Pro Bono Team of the Year in recognition of their work representing unaccompanied and separated children.

• Represents unaccompanied children in immigration matters through Kids in Need of Defense (KIND)
• Tried a property dispute in Baltimore City Circuit Court on behalf of a pro bono client. She helped develop and prepare the case for trial and conducted the direct examination of the client's primary witness during a one-day bench trial. The court ruled in the client’s favor at the close of the evidence
