Quinn Thomas

Tom Quinn assists clients with legislative and administrative matters, with a particular focus on financial services, insurance, healthcare, defense, and appropriations. He offers representation in matters before the Federal Reserve Board; the Comptroller of the Currency; the U.S. Treasury; the Banking, Finance, Commerce, Energy, and Ways and Means Committees of the U.S. House of Representatives; and the U.S. Senate. He is effective in crafting advocacy strategies that help his clients influence legislation, impact agency rulemakings, and introduce key measures and legislative changes into law. Tom has been a force on the Hill for decades and took part in drafting legislation that is still crucial for the economy today.

Tom began his career as counsel to the comptroller of the currency in the U.S. Treasury Department. In this role, he was actively involved in the development and facilitation of federal policy and legislation related to banking practices in the United States, including the first Glass-Steagall reform. Immediately prior to joining Venable as a general partner, Tom served as a general partner at O'Connor & Hannan, LLP.
