Emily M. Rios

Emily Rios assists clients with complex matters related to government contracts and grants, including litigation, bid protests, compliance, regulatory counseling, investigations, and mergers and acquisitions (M&A). Emily is well-versed in government contract and grant regulations, including the Federal Acquisition Regulation (FAR) and the Uniform Guidance. She represents clients in bid protests before the Government Accountability Office (GAO), the U.S. Court of Federal Claims, the Federal Aviation Administration's Office of Dispute Resolution of Acquisition (FAA ODRA), and procuring agencies. Emily also handles size protests as well as size appeals before the Small Business Administration Office of Hearings and Appeals (SBA OHA).
