John Cooney and David Conway published an article titled "The Debit Card Interchange Fee Litigation" in the Fall 2012 edition of The Exchange, a quarterly newsletter issued by the ABA Antitrust Section’s Insurance and Financial Services Committee. The article discusses the ongoing legal battle between debit card-accepting merchants and debit card-issuing banks over the validity of the Durbin Amendment’s implementing regulations, which reduce the amount of interchange fees banks may charge merchants for debit card acceptance.
