On 16 March 2013, the America Invents Act (AIA) changed the United States patent system from a first to invent system to a first to file system. The AIA also introduced a significant proceeding — the inter partes review (IPR). IPRs were made available for all U.S. patents on 16 September 2012, regardless of priority date.
